Abstract
This working paper reports on aspects related to data security and accessibility in connection with the analysis underpinning the Integrated National Energy Plan (INEP) and the County Energy Plans (CEP) in Kenya. The aim is to identify and propose practical strategies to manage potential risks to data security and privacy and to ensure data is accessible to authorized users. This document introduces five key concepts of data governance and explores data privacy and security from the perspective of one of them. It then derives two governance mechanisms to manage data privacy and security based on several case studies drawn from stakeholder interactions at a series of workshops held in Kenya and from experiences implementing a prototype data repository. The findings show how and where the data repository could be used to address data security issues and point out its benefits and drawbacks in the context of energy planning in Kenya.
